Put fresh install of win10LITE I mentioned in previous posts onto an old VISTA era laptop. Dont know why, but this install didnt need to enable wire connection buried in the depths to get tethering to work. Oh did find an easier way to tether/untether. If you click on icon in lower right corner you have several steps to connect or disconnect.

Well found windows has commandline "rasphone.exe" Run "rasphone.exe -d nameofconnection" to connect and "rasphone.exe -h nameofconnection" to disconnect. I just created two desktop shortcuts, one to tether, one to untether. I do have to right click and "run as administrator" to use them.

Still not perfect but fewer steps than before. I am basically using the old dialup dialer to tether my 3G phone as the more modern phone stuff is for Android and I suppose iPhone. Bit like I did on couple linux distributions where wvdial didnt work, and I set up shortcuts "pon" and "pof" to connect and disconnect with ppp without typing in terminal.
